La modernisation des systèmes d'enseignement et de formation professionnels (EFP) intervient généralement en réaction à des défis socio-économiques, avec un engagement assez faibles des milieux scientifiques.
Ce rapport du Cedefop, synthèse d'un travail ayant fait l'objet de 3 publications intermédiaires, montre comment les pressions socio-économiques s'exercent sur les systèmes d'EFP. Il montre également comment ces mêmes systèmes constituent en eux mêmes des facteurs de changement, en soutenant le développement économique, en encourageant l'innovation et la productivité au sein des entreprises, et en accompagnant l'acquisition de compétences pour l'ensemble du personnel, cadres dirigeants et employés.

"De plus en plus, on voit dans la validation des acquis non formels et informels un moyen d’améliorer l’apprentissage tout au long de la vie et embrassant tous les aspects de la vie. Les pays d’Europe sont de plus en plus nombreux à souligner qu’il est essentiel de rendre visibles et de valoriser les apprentissages intervenant en dehors des institutions formelles d’éducation et de formation, par exemple au travail, pendant les activités de loisirs et chez soi.
Les lignes directrices présentées ici visent à appuyer ce processus en repérant les principaux défis auxquels décideurs et praticiens se trouvent confrontés et – dans une certaine mesure – en indiquant des moyens permettant de les relever. Elles devraient être considérées comme un outil pratique, un recueil de recommandations formulées par des experts et dont la mise en application est de caractère purement volontaire. L’effet qu’elles pourront avoir repose exclusivement sur leur pertinence et sur la valeur ajoutée qu’elles sauront générer au niveau national ou local."

"La loi du 10 août 2007 relative aux libertés et responsabilités des universités (loi LRU) prévoit que, dans un délai de cinq ans à compter de sa publication, toutes les universités bénéficient de nouvelles responsabilités en matière budgétaire et de gestion des ressources humaines. Elle dispose en outre que l'Etat peut transférer aux universités qui en font la demande la propriété des biens immobiliers qui leur sont affectés ou mis à leur disposition. Dans ce cadre, la ministre de l'enseignement supérieur et de la recherche a chargé l'IGAENR de réaliser un audit dans chaque université candidate à l'exercice des nouvelles compétences, afin d'évaluer son degré de préparation à la prise en charge de ces nouvelles responsabilités."

et al, 1984). D’après ces auteurs, sa présentation varie, selon les pays, de la simple feuille où l’enseignant coche des cases au livret plus étoffé,
dans lequel l’enseignant peut inscrire des informations plus détaillées. Le bulletin s’adresse aux parents, moins directement à l’élève sauf au
travers de certains commentaires : « Tu as fait d’énormes efforts », « Bravo pour ton élocution »."

In the global community of HRD professionals, the University Forum for Human Resource Development (UFHRD) and the Academy of Human Resource Development (AHRD) fulfill a key role in developing leading-edge HRD theories and practices through the international network of universities, individuals and organizations.



The theme of the 11th international conference is Human Resource Development in the Era of Global Mobility.
Global mobility of the workforce increased exponentially in the past decade and became a current phenomenon. This phenomenon is influenced by demographical forecasts that show evidence of extreme imbalances in the working age population around the globe and is facilitated by international treaties and labor policies that allow for an easier movement of people across borders. Scholars and practitioners have started to seek understanding of the issues related to global mobility and to address their challenges both at the individual, organizational and societal levels (talent development, brain circulation, global mindset, corporate social responsibility, corporate citizenship, global citizenship, etc.). The aim of this conference is to create a learning environment where researchers, academics and practitioners can deepen their understanding and explore the potentials of HRD in the era of global mobility.

Within the conference theme a number of streams have been identified to assist with the positioning of the contributions. Please find below the planned streams, however, if you feel that your contribution lies outside any of these areas but connected to the conference theme, your submission is still highly welcome.

Programme :
The emphasis on scientific research and innovation for economic competitiveness has been a dominant trend in higher education for several years. Fears that humanities and social science disciplines will be given less recognition
and funding have been allayed to some extent by the recognition that scientific discoveries impact on society, often pushing the boundaries of ethical conduct and moving humanity into unknown and unexplored terrains, where the only framing considerations are those of our (often diverse) value systems. In addition, the increasing acceptance that ‘soft skills’ such as the capacity to communicate, understand others, work well in teams across disciplines and cultures, are essential learning outcomes for all graduates and provide additional justification for a strong role for social science teaching and research. Finally, in an increasingly globalized world, where value systems, world-views and even understanding of history are quite different, preparing
responsible and ethical world citizens is seen as part of the role of each and every academic discipline.


The IAU 2010 International Conference will address these broad questions with institutional leaders as well as academics and researchers from all disciplines. The aim is to compare and contrast and, most importantly, to find commonalities and bridges between the various disciplines - specific concerns and challenges. How can disciplinary approaches and experiences enrich each other and contribute to a more global code of ethics for higher education? How do perspectives on these issues differ across cultures? These and the subtopics below will be the issues explored by keynote speakers and panelists in
parallel workshop sessions.

7th International Euredocs Conference 2010 - Deconstructing the Europeanization’ processes of higher education and Research

The 7th EUREDOCS Conference will address the following theme: Deconstructing the Europeanization’ processes of higher education and research.
Instead of focusing on a specific dimension of the Europeanization process of national higher education and research systems, this conference is an attempt to build a comprehensive picture of the multilevel and multidimensional processes implicated in the Europeanization of higher education and research.
What does PhD researches identify as groundbreaking characteristics of this process? How can we today define, typify the higher education and research Europeanization?


As a consequence, the papers presented are free to analyse one or several dimensions characterising this process, being structural, organisational or functional dimensions.
For example, the papers can address university governance, academic careers structure or curricula content. They can develop national, institutional, disciplinary or comparative case study, quantitative or qualitative approaches. They are free to question organisations, actors or power relationships. They can focus on objective dimensions of the Europeanization as well as subjective dimensions, questioning for example how academics think that Europeanization changes their professional activity.
Whatever the dimension researched, the paper must built on original empirical data to analyse a singular dimension of the HE Europeanization process.
The ultimate aim of the conference thus consists, through a bottom up approach and an inductive procedure, to develop a holist and up to date perspective on this topic, each paper bringing an original piece to the building up of the whole puzzle.

EUREDOCS conferences are open to all young researchers preparing a PhD or having finished their PhD within the past three years and working on higher education and research in Europe.
The scientific committee of EUREDOCS each time selects about 15 proposals and the papers are extensively discussed during the conference.


The deadline for the submission of a proposal is 25 January 2010.


About EUREDOCS
EUREDOCS is a doctoral network on Europeanization of higher education and research, animated by Sciences Po. It aims at facilitating and enabling more communication exchange and mobility among young scholars in this field. Each year an international conference for PhD candidates and recent doctorates is organized. The members of the scientific committee of EUREDOCS are :

Programme :
La thématique choisie « Réformes et changements pédagogiques dans l’enseignement supérieur », ouvre un débat qui nécessite des éclairages croisés de champs disciplinaires différents, transcendant la pédagogie universitaire vers une vision plus globale de la problématique du changement, et d’expériences de mise en place de réformes pédagogiques dans des contextes économiques et socioculturels variés. c'est une ouverture du congrès à des champs disciplinaires autres que la pédagogie universitaire et à des décideurs et gestionnaires des réformes.


L’objectif visé à travers ce débat est de dresser un bilan de cette décennie de réformes pédagogiques dans l’enseignement supérieur francophone.

Pour l’organisation scientifique de ce congrès, les types d’espaces d’échange (communications, mini-colloques, tables rondes….) ont été diversifiés afin de permettre différentes formes d’expression, et le nombre de sessions parallèles a été réduite à cinq thèmes afin de permettre à des masses critiques, constituées par intérêt thématique, de capitaliser l’échange et de continuer le débat tout au long du congrès.

8th International Conference on Comparative Education and Teacher Training

Dear Colleagues,

The 8th International Conference on Comparative Education and Teacher Training, organized by the Bulgarian Comparative Education Society will be held in Plovdiv, Bulgaria, 9 - 12 June 2010.

Plovdiv is a very old and beautiful city, located 150 km southeast of the Bulgarian capital Sofia. We will organize a bus shuttle from Sofia Airport to Leipzig Hotel in Plovdiv, where the Conference will be held.

The distance from Plovdiv to Istanbul is 380 km, and there are bus and train lines. This can assist participants who would like to attend the BCES Conference and the 14th WCCES World Congress in Istanbul.

I am honored to invite you to attend the Conference and submit a paper that will be included in the Conference book, Vol. 8, 2010. As always, the Conference book will be published before the beginning of the Conference.

What Is an Elite Boarding School? p.p 1090-1128
This article brings attention to the rarefied world of elite boarding schools. Despite their reputation for excellence, these unique educational institutions remain largely outside the gaze of educational researchers and the scope of public debates about education. One reason for this absence is a lack of knowledge about what exactly defines an elite boarding school and the characteristics that stand them apart from other schools in significant ways. Drawing on a review of the relevant literature, the article outlines five criteria by which elite boarding schools can be identified: typologically elite, scholastically elite, historically elite, geographically elite, and demographically elite. Although the "elite" status of any given school in any of these criteria may be open to debate, it is the particular combination of these five dimensions that defines an elite boarding school. After a discussion of these five characteristics, the article outlines some implications for future research that considers elite boarding schools as an integral part of the educational system in the United States and presents some of the challenges facing the study of privilege.

A Meta-Analytic Path Analysis of the Internal/External Frame of Reference Model of Academic Achievement and Academic Self-Concept p.p 1129-1167
A meta-analysis of 69 data sets (N = 125,308) was carried out on studies that simultaneously evaluate the effects of math and verbal achievements on math and verbal self-concepts. As predicted by the internal/external frame of reference (I/E) model, math and verbal achievements were highly correlated overall (.67), but the correlation between math and verbal self-concepts (.10) was close to zero. Correlations between math and verbal achievement and correlations between achievements and self-concepts within the domains were more positive when grades instead of standardized test results were used as achievement indicators. A path analysis revealed support for the I/E model, with positive paths from achievement to the corresponding self-concepts (.61 for math, .49 for verbal) and negative paths from achievement in one subject to self-concept in the other subject (–.21 from math achievement on verbal self-concept, –.27 from verbal achievement to math self-concept). Furthermore, results showed that the I/E model is valid for different age groups, gender groups, and countries. The I/E model did not fit the data when self-efficacy measures were used instead of self-concept measures. These results demonstrate the broad scope of the I/E model as an adequate description of students’ self-evaluation processes as they are influenced by internal and external frames of reference.

Accommodations for English Language Learners Taking Large-Scale Assessments: A Meta-Analysis on Effectiveness and Validity p.p. 1168-1201
Including English language learners (ELLs) in large-scale assessments raises questions about the validity of inferences based on their scores. Test accommodations for ELLs are intended to reduce the impact of limited English proficiency on the assessment of the target construct, most often mathematic or science proficiency. This meta-analysis synthesizes research on the effectiveness and validity of such accommodations for ELLs. Findings indicate that none of the seven accommodations studied threaten the validity of inferences. However, only one accommodation—providing English dictionaries or glossaries—has a statistically significant effect on ELLs’ performance, and this effect equates to only a small reduction in the achievement score gap between ELLs and native English speakers. Findings suggest that accommodations to reduce the impact of limited language proficiency on academic skill assessment are not particularly effective. Given this, we posit a hypothesis about the necessary role of academic language skills in mathematics and science assessments.

The purpose of this meta-analysis was to synthesize findings from 42 interventions (randomized control trials and quasi-experimental studies) on instructional approaches that enhance the mathematics proficiency of students with learning disabilities. We examined the impact of four categories of instructional components: (a) approaches to instruction and/or curriculum design, (b) formative assessment data and feedback to teachers on students' mathematics performance, (c) formative data and feedback to students with LD on their performance, and (d) peer-assisted mathematics instruction. All instructional components except for student feedback with goal-setting and peer-assisted learning within a class resulted in significant mean effects ranging from 0.21 to 1.56. We also examined the effectiveness of these components conditionally, using hierarchical multiple regressions. Two instructional components provided practically and statistically important increases in effect size–teaching students to use heuristics and explicit instruction. Limitations of the study, suggestions for future research, and applications for improvement of current practice are discussed.

This meta-analysis of the experimental literature of distance education (DE) compares different types of interaction treatments (ITs) with other DE instructional treatments. ITs are the instructional and/or media conditions designed into DE courses, which are intended to facilitate student–student (SS), student–teacher (ST), or student–content (SC) interactions. Seventy-four DE versus DE studies that contained at least one IT are included in the meta-analysis, which yield 74 achievement effects. The effect size valences are structured so that the IT or the stronger IT (i.e., in the case of two ITs) serve as the experimental condition and the other treatment, the control condition. Effects are categorized as SS, ST, or SC. After adjustment for methodological quality, the overall weighted average effect size for achievement is 0.38 and is heterogeneous. Overall, the results support the importance of the three types of ITs and strength of ITs is found to be associated with increasing achievement outcomes. A strong association is found between strength and achievement for asynchronous DE courses compared to courses containing mediated synchronous or face-to-face interaction. The results are interpreted in terms of increased cognitive engagement that is presumed to be promoted by strengthening ITs in DE courses.

Peer review is valued in higher education, but also widely criticized in terms of potential biases, particularly gender. We evaluate gender differences in peer reviews of grant applications, extending Bornmann, Mutz, and Daniel’s meta-analyses that reported small gender differences in favor of men (d = .04), but a substantial heterogeneity in effect sizes that compromised the robustness of their results. We contrast these findings with the most comprehensive single primary study (Marsh, Jayasinghe, and Bond) that found no gender differences for grant proposals. We juxtapose traditional (fixed- and random-effects) and multilevel models, demonstrating important advantages to the multilevel approach. Consistent with Marsh et al.’s primary study, there were no gender differences for the 40 (of 66) effect sizes from Bornmann et al. that were based on grant proposals. This lack of a gender effect for grant proposals was very robust, generalizing over country, discipline, and publication year

Ο νέος νόμος αναμένεται να αντικαταστήσει τον υπάρχοντα, που ψηφίστηκε επί υπουργίας Μαριέττας Γιαννάκου και για τον οποίο οι πανεπιστημιακοί ζητούν γερό λίφτινγκ, πιθανότατα τον Δεκέμβριο.


Η υπουργός Άννα Διαμαντοπούλου συνάντησε χθες για πρώτη φορά τους πρυτάνεις των πανεπιστημίων, οι οποίοι έθεσαν ζήτημα αλλαγών που πρέπει να γίνουν επειγόντως στον νόμο, προκειμένου να λειτουργήσουν καλύτερα τα ιδρύματά τους.
Η κ. Διαμαντοπούλου δεσμεύτηκε να απαντήσει στην επόμενη Σύνοδο Πρυτάνεων που θα πραγματοποιηθεί στις 11-12 Δεκεμβρίου στο Λαύριο, ωστόσο έδωσε στους πανεπιστημιακούς μια πρώτη γεύση των προθέσεων του υπουργείου, σημειώνοντας ότι η κυβέρνηση έχει ήδη κάνει λόγο για την ανάγκη θέσπισης νέου νόμου ο οποίος θα λειτουργήσει ως πλαίσιο βασικών αρχών λειτουργίας των πανεπιστημίων και θα σέβεται τη διοικητική, την οικονομική και την ακαδημαϊκή τους αυτοτέλεια.
Μεταξύ των αλλαγών που ζητούν οι πανεπιστημιακοί, όπως δήλωσε ο πρύτανης του Πολυτεχνείου Αθήνας κ. Κώστας Μουτζούρης που θα προεδρεύσει της Συνόδου, είναι η αλλαγή του τρόπου συγκρότησης των εκλεκτορικών σωμάτων για τις εκλογές καθηγητών, καθώς το σημερινό θεσμικό πλαίσιο που προβλέπει μεγάλο πλήθος εξωτερικών κριτών έχει δημιουργήσει μεγάλα προβλήματα και καθυστερήσεις. Επίσης, οι πανεπιστημιακοί ζητούν την αλλαγή της διάταξης για τη συμμετοχή της φοιτητικής ψήφου στις πρυτανικές εκλογές και τις εκλογές καθηγητών, έτσι ώστε το ποσοστό που αναλογεί στους φοιτητές να συναρτάται με το ποσοστό συμμετοχής τους στις εκλογές και να μην είναι σταθερό όπως σήμερα, όπου ακόμα κι αν πάει μόνο ένας φοιτητής να ψηφίσει, η ψήφος του θα μετρήσει όσο ακριβώς θα μετρούσε αν ψήφιζαν όλοι.
Άλλες αλλαγές που εισηγούνται οι πανεπιστημιακοί αφορούν την αύξηση του αριθμού φυλάκων για καλύτερη φρούρηση των ιδρυμάτων, την απλοποίηση της διαδικασίας διανομής συγγραμμάτων, τη δυνατότητα των πρυτανικών αρχών να εκλέγονται για τουλάχιστον δύο συνεχόμενες θητείες, τη χορήγηση πραγματικής αυτοτέλειας στα πανεπιστήμια ώστε οι Σύγκλητοι να μπορούν να αποφασίζουν για περισσότερα θέματα και φυσικά την άμεση και γενναία αύξηση της χρηματοδότησης με παράλληλη αξιολόγηση και κοινωνική λογοδοσία. Οι πολυτεχνικές σχολές ζητούν επίσης την αναβάθμιση των πτυχίων τους σε μάστερ, ενώ όλοι οι πανεπιστημιακοί τάσσονται εναντίον της αναγνώρισης των κολεγίων.
Ο πρύτανης του Αριστοτελείου Πανεπιστημίου Θεσσαλονίκης κ. Αν. Μάνθος ανέφερε ότι κατά τη διάρκεια της συνάντησης δεν συζητήθηκε το θέμα του πανεπιστημιακού ασύλου, καθώς οι πανεπιστημιακοί θεωρούν ότι το υπάρχον νομοθετικό πλαίσιο επαρκεί, εφόσον βέβαια εφαρμοστούν σωστά οι διατάξεις του.
Θέλουν να αποφασίζουν για τον αριθμό εισακτέων

ΤΑ ΠΑΝΕΠΙΣΤΗΜΙΑ θέλουν να αποκτήσουν μεγαλύτερη ελευθερία στη διοίκησή τους, στη σύνταξη των τετραετών προγραμματισμών, των εσωτερικών τους κανονισμών και του τρόπου που γίνονται οι σπουδές, ανάλογα με τις διαφορετικές ανάγκες του κάθε ιδρύματος. Για παράδειγμα, τα πανεπιστήμια θέλουν να αποφασίζουν εκείνα πώς θα γίνεται π.χ. η αναπλήρωση μαθημάτων που χάνονται λόγω αποχής ή κατάληψης, αφού ο υπάρχων νόμος προβλέπει δυνατότητα για μόνο 2 εβδομάδες αναπλήρωσης, διαφορετικά θα χαθεί το εξάμηνο. Ωστόσο, αυτή η διάταξη δεν εφαρμόστηκε στη διάρκεια των περσινών καταλήψεων. Δεν αρνούνται την αναγκαιότητα εξωτερικής αξιολόγησης, η οποία πάντως μέχρι τώρα δεν έχει προχωρήσει με τους ρυθμούς που προβλέπονταν καθώς η προηγούμενη κυβέρνηση είχε εγκαταλείψει τη νεοϊδρυθείσα ανεξάρτητη αρχή χωρίς κονδύλια. Θέλουν επίσης να αποκτήσουν λόγο στην επιλογή των φοιτητών τους, καθορίζοντας λ.χ. τη βαρύτητα του κάθε μαθήματος στις εξετάσεις και αποφασίζοντας τα ίδια τον αριθμό των εισακτέων τους.
