"Devant l’importance du défi à relever pour assurer le développement de la main-d’oeuvre en emploi, le Conseil supérieur de l’éducation a jugé opportun de mettre en lumière la réponse du réseau de l’éducation aux besoins des entreprises, aux besoins de formation continue de leur personnel de même qu’aux besoins des organisations. L’analyse des données des enquêtes canadiennes sur le sujet révèle que, depuis 1990, la participation de la population adulte québécoise en général à la formation accuse un retard par rapport à celle des adultes canadiens, qui eux-mêmes participent moins à la formation que les adultes d’autres pays de l’Organisation de coopération et de développement économiques."

Le présent document fait la synthèse des informations communiquées par 25 unités nationales d’Eurydice dans le cadre de la consultation de 2010 sur de nouvelles compétences pour de nouveaux emplois. La Belgique (Communautés française et germanophone), la Bulgarie, la France, la Lituanie, le Luxembourg, le Portugal, le Liechtenstein et la Turquie n'ont fourni aucune information. Dans les cas pertinents, les informations fournies dans le cadre de l’exercice de rapport 2008 ont été intégrées au présent rapport.
Ce rapport de synthèse est organisé en quatre sections. La première rend compte des récentes initiatives prises au niveau national pour prévoir les compétences et les faire coïncider avec celles demandées par les employeurs.
La deuxième section examine les mécanismes institutionnels nécessaires pour prévoir la demande de compétences et y répondre, tels que les dispositifs permettant de garantir que les résultats des activités d’identification et d’analyse des compétences sont pris en compte dans la planification et la conception des systèmes d’éducation et de formation.
La troisième section fournit des exemples concrets d’initiatives politiques et de réformes éducatives introduites pour répondre aux besoins du marché du travail; elle illustre les tendances européennes actuelles à intégrer les concepts d’aptitudes, de compétences et d’acquis de l’apprentissage dans divers aspects tels que la conception des programmes, la formation des enseignants et l’évaluation.
Enfin, la dernière section s’intéresse à l’impact de la récente crise économique sur les systèmes éducatifs et sur l’insertion professionnelle des jeunes.

"Selon le programme international de l’O.C.D.E. pour le suivi des acquis des élèves (PISA 2009), la France se situe dans la moyenne des autres pays en termes de performance éducative : compréhension de l’écrit, culture mathématique ou scientifique. Avec les résultats de cette enquête, l'O.C.D.E. invite la France à lutter contre la trop grande « bipolarisation » de son école, qui connaît un accroissement continu de l’écart entre les meilleurs et les plus faibles. L'O.C.D.E. s'inquiète également de la trop forte influence du statut économique et social des parents sur les performances des élèves."

"Créées à partir de 1982, les missions locales et permanences d'accueil, d'information et d'orientation (PAIO) ont pour objectif d'aider les jeunes de 16 à 25 ans dans leur insertion professionnelle et sociale. L'Etat s'implique de plus en plus dans le financement et la définition des objectifs des missions locales (reconnaissance de leur appartenance au service public de l'emploi en 2005 ; la même année, création du contrat d'insertion dans la vie sociale - CIVIS, dispositif d'accompagnement renforcé dont l'Etat confie la gestion exclusive aux missions locales en leur accordant des financements pour le recrutement de 2 000 conseillers supplémentaires ; insertion dans le service public de l'orientation en 2009, etc.). Parallèlement, les missions locales doivent désormais s'articuler avec Pôle emploi, créé en 2008 dans le cadre de la réorganisation du service public de l'emploi. Dans ce contexte d'accélération des évolutions concernant les missions locales et de chômage des jeunes élevé (23 % au premier trimestre 2010, contre 9,5 % pour l'ensemble de la population métropolitaine), la ministre de l'économie, de l'industrie et de l'emploi et le secrétaire d'Etat chargé de l'emploi ont confié à l'Inspection générale des finances une mission consistant à analyser les points forts et les points faibles des missions locales et à formuler des propositions pour améliorer sa performance globale. "Partant du constat que l’organisation du temps scolaire est insatisfaisante, la mission d’information sur les rythmes scolaires de l’Assemblée nationale présente des pistes d’amélioration. Pour le premier degré, elle propose « d’interdire la semaine de quatre jours » et de différencier la durée quotidienne et hebdomadaire des classes selon l’âge. Pour le second degré, elle suggère de remédier aux emplois du temps « lourds et rigides » en adaptant la grille horaire en fonction des besoins liés à l’apprentissage des élèves dans le cadre fixé par l’Etat. Enfin, pour les deux cycles, elle invite à rééquilibrer l’année scolaire en raccourcissant les vacances d’été. « Un choix inévitable mais problématique », conclut la députée Michèle Tabarot."(html)

"Autorité indépendante créée par la loi du 6 mars 2000, la Défenseure des enfants a pour rôle de défendre et de promouvoir les droits de l'enfant tels qu'ils ont été définis par la loi ou par un engagement international comme la Convention internationale des droits de l'enfant (CIDE) ratifiée par la France en 1990. Son rapport d'activité au titre de l'année 2010 fait le point sur les missions qui sont les siennes : recevoir et traiter des réclamations individuelles ou collectives, faire des propositions de modification de textes de lois, promouvoir les droits de l'enfant. Le rapport revient en outre sur les avis et recommandations de la Défenseure, notamment ses 33 propositions pour améliorer le dispositif à destination des enfants délinquants pris en charge dans les centres éducatifs fermés. A noter que, parallèlement à ce rapport d'activité, un second rapport revient sur la Conférence organisée les 30 octobre et 1er septembre 2010, avec pour thème les obstacles à l'objectif de réduction de la pauvreté des enfants prôné par le Comité des droits de l'enfant des Nations unies."

L’approche vygotskienne pour aider à comprendre la pensée des enseignants

"L'objectif de ce cahier est d'essayer de mieux comprendre comment se construit la pensée des enseignants et plus particulièrement leurs connaissances relatives à l'enseignement. Il s'agira dans un premier temps d'offrir au lecteur une définition de la manière dont nous concevons les connaissances des enseignants et de voir en quoi ce terme se distingue de celui des croyances. Nous nous attarderons ensuite sur l'approche historico-culturelle initiée par Vygotski et tenterons de synthétiser son approche génétique du développement. Nous nous intéresserons plus particulièrement à la manière dont Vygotski envisage le développement du langage et verrons en quoi ses conceptions peuvent aider à comprendre le développement des connaissances chez les enseignants. "

Les chiffres des lettres: L’accès à l’emploi des jeunes diplômés en lettres et sciences humaines

"Face aux diminutions de postes dans le secteur public, la question des débouchés des diplômés des sciences humaines et sociales dans le secteur privé voit son actualité se renforcer. L’image répandue est en effet celle
de filières qui conduiraient, plus que les autres sciences, à travailler dans le secteur public, voire à se retrouver au chômage.
L’étude des premières années de vie active des jeunes de la Génération 2004 confirment tout d’abord que l’enseignement est effectivement un débouché majeur pour les diplômés de sciences humaines et sociales, mais il n’est pas le seul. Ce constat doit cependant être nuancé en tenant compte de façon plus précise des spécialités. Ainsi, au sein des sciences humaines et sociales, les parcours et les débouchés professionnels différencient nettement ceux qui ont suivi des études littéraires et ceux qui ont opté pour le droit, l’économie ou la gestion.
Les diplômés de lettres et de sciences humaines (LSH) apparaissent très tournés vers le secteur public, et notamment l’enseignement qui constitue le débouché de près de la moitié d’entre eux. Quand ils sont employés dans le secteur privé, leurs conditions d’emploi sont peu favorables. Les entreprises semblent en effet peiner à identifier et reconnaître leurs compétences. En revanche, les filières de droit, l’économie et la gestion conduisent très souvent à un emploi dans le secteur privé, davantage que les sciences dures et dans des conditions d’emploi plus favorables que les lettres et sciences humaines.
La question des choix professionnels doit également être prise en compte. En effet, l’orientation vers les lettres et sciences humaines ne semble pas être un choix par défaut. Dans ce cas, les craintes liées à l’évolution anticipée de l’emploi public ne sont pas totalement fondées si cette évolution est intégrée par les jeunes au moment de leur orientation dans l’enseignement supérieur".

Thème : Les actes de violence recensés dans les établissements publics des premier et second degrés en 2009-2010

"Au cours de l’année scolaire 2009-2010, les établissements publics du second degré ont déclaré 11,2 incidents graves pour 1 000 élèves.
Depuis 2007-2008, cette moyenne globale n’a pas évolué de manière significative et demeure très variable selon les établissements. Les violences physiques ont cependant diminué. La part des personnels victimes est en légère hausse sur la période tandis que le profil des élèves auteurs et/ou victimes demeure inchangé dans l'ensemble.
Beaucoup plus faible que dans le second degré, la violence déclarée au sein des écoles diffère également dans sa nature et son évolution. En 2009-2010, les écoles publiques ont déclaré en moyenne 3,9 incidents graves pour 10 000 élèves, et 98 % des écoles ne déplorent aucun incident au cours d’un trimestre.
La part de la violence verbale a diminué alors que celle de la violence physique a augmenté. Fréquemment à l’origine des actes signalés dans le premier degré, les familles sont de moins en moins souvent impliquées, contrairement aux écoliers"."

"La jeunesse est, en France, peu autonome. Elle dépend plus qu’ailleurs des solidarités familiales, que les pouvoirs publics encouragent, non seulement pour la vie étudiante mais également pour les premières années de vie active, anormalement marquées par le chômage, la précarité, des revenus modestes. Or le soutien familial est un facteur important d’inégalités et ne peut garantir une réelle émancipation en direction de la jeunesse. Le rapport que publie Terra Nova, coordonné par Guillaume Allègre, Alain Marceau* et Maud Arnov*, propose un renversement de perspective au profit d’une politique d’autonomie des jeunes. Il contient notamment deux mesures fortes : un « capital formation » garantissant un revenu universel de soutien à la vie étudiante et une allocation d’insertion pour les jeunes primo-demandeurs d’emploi, aujourd’hui sans ressources."

«Για να μπορέσουμε να αντισταθούμε καλύτερα στη βαρβαρότητα πρέπει να κατανοήσουμε την πολύπλοκη, ανταγωνιστική και συμπληρωματική σχέση ανάμεσα στον πολιτισμό και στη βαρβαρότητα… Ο πολιτισμός παράγει βαρβαρότητα, ιδιαίτερα σε ό,τι αφορά την κατάκτηση και την κυριαρχία. Η φανταστική τεχνική και οικονομική πρόοδος της παγκοσμιοποίησης προτρέπουν, αλλά παράλληλα πνίγουν, μία ανθρωπιστική παγκοσμιοποίηση των πολιτών. Αυτό που χρειάζεται πρωτίστως να αποτραπεί είναι ο εγκλεισμός σε μία δυαδική σκέψη (δηλαδή σε μία σκέψη όπου θα κυριαρχεί ένας μόνο πόλος προσοχής εις βάρος των άλλων » (E. Morin, 2005).


Στο πλαίσιο της «σύγχρονης» σκέψης τα « δικαιώματα του πολίτη » (πχ. δικαίωμα στην υγεία, στην εργασία), το μοντέλο της πυρηνικής οικογένειας, τα πολιτικά κόμματα ή οι συνδικαλιστικοί φορείς εκπροσωπούν ένα « ορθολογικό συλλογικό όν » που αποτελεί την έκφραση της παγκοσμιότητας της φιλοσοφίας του Διαφωτισμού. Η επικράτηση της έννοιας του μεταμοντερνισμού, από κοινού με το εύρος των κάθε είδους μεταβολών που χαρακτηρίζουν την σύγχρονη εποχή, άλλαξαν ουσιαστικά τους όρους του δημόσιου διαλόγου οδηγώντας μεγάλο αριθμό ερευνητών να αναρωτηθούν σχετικά με τον τρόπο ορισμού και ερμηνείας του «παρόντος» : αναφέρονται, μεταξύ των αλλαγών, το « τέλος των μεγάλων αφηγήσεων της ιστορίας», η ολίσθηση του «ορθολογισμού» προς την « αισθητική» (και προς μία νέα «μαγεία» του κόσμου), όπου οι «αφηγήσεις» (όπως τα έργα, τα μυθιστορήματα ή η μουσική) επικεντρώνονται στην κυριαρχία του συναισθήματος. Άραγε ζούμε σήμερα μέσα σε μυθοπλασίες (όπως είναι ο «πόλεμος του ψεύδους» ή η «κατάκτηση του γεγονότος» από τα μέσα επικοινωνίας);


Μέσα σ’ αυτόν τον «Γαλαξία του φαντασιακού» (που σημαίνει για ορισμένους τον θάνατο του κριτικού πνεύματος, σε συνδυασμό με τον υπερ-καταναλωτισμό και τα στερεότυπα που αφορούν στην τεχνολογία) κυριαρχεί ο «ψηφιακός πολιτισμός» της οθόνης και του κυβερνοχώρου, που μοιάζει να ενεργοποιεί εκ νέου το «πάθος» και να δημιουργεί καινούργιους μύθους, ενώ δισεκατομμύρια χρήστες ψάχνουν στο δια-δίκτυο (το οποίο βιώνεται σαν χώρος ελευθερίας και φυγής) να εκφράσουν την «ταυτότητά» τους και να δημιουργήσουν σχέσεις (συχνά εφήμερες) με τον (εικονικό) «άλλο». Ίσως πρόκειται για μία «καινούργια βαρβαρότητα» όπου οι διαπροσωπικές σχέσεις (φιλίας, εργασίας, εκπαίδευσης, υγείας, πολιτικής…) αλλάζουν (ριζικά, για ορισμένους) χωρίς ο επιστημονικός λόγος (εν προκειμένω ο κοινωνιολογικός) να μπορεί να τις παρακολουθήσει και να τις «σημασιοδοτήσει». Η σύγχρονη κοινωνία φαίνεται ότι αρκείται στους ορισμούς και στις αναφορές των μέσων, τα οποία προτείνουν τις δικές τους απαντήσεις σε αιώνια ερωτήματα (όπως για παράδειγμα: «ποιος είμαι;», «ποια η θέση μου στον κόσμο;»). Ο προβληματισμός γύρω από αυτά τα θέματα αφορά άμεσα τον πολιτισμό, τους θεσμούς, τα επικοινωνιακά μέσα και την επικοινωνία και είναι στενά συνδεδεμένος με το νόημα που αποδίδεται στους κοινωνικούς δεσμούς στη σύγχρονη εποχή.



Το συνέδριο «Πολιτισμός και Βαρβαρότητα : Επικοινωνία και Σύγχρονη Κοινωνία» (αφιέρωμα στον Edgar Morin) οργανώνεται από το Πάντειο Πανεπιστήμιο, την Διεθνή Ένωση Γαλλόφωνων Κοινωνιολόγων (AISLF), τη Διεθνή Κοινωνιολογική Ένωση -Επιτροπή Κοινωνιολογίας της Επικοινωνίας, της Γνώσης και του Πολιτισμού (ISA, RC14, Sociology of Communication, Knowledge and Culture) και το Εθνικό Κέντρο Κοινωνικών Ερευνών (ΕΚΚΕ) και θα γίνει στην Αθήνα στις 26, 27 και 28 Μαΐου 2011. Σκοπός του Συνεδρίου είναι μία επίκαιρη κοινωνιολογική προσέγγιση όλων των πεδίων της σύγχρονης καθημερινής ζωής όπου ανακύπτει το διακύβευμα «πολιτισμός-βαρβαρότητα»: στην επικοινωνία και στις «παγκόσμιες» αφηγήσεις, στις διαδικασίες προσδιορισμού ταυτοτήτων (και τη θέση του «άλλου»), στις σχέσεις εξουσίας ή στις σχέσεις «χρόνου» - «χώρου». Θα υπάρξουν επίσης θεματικές σχετικές με το έργο του Edgar Morin».

About the Organizer and Partners
GAJE is an ALLIANCE of persons committed to achieving JUSTICE through EDUCATION. Clinical education of law students is a key component of justice education, but GAJE also works to advance other forms of socially relevant legal education, which includes education of practicing lawyers, judges, non-governmental organizations and the lay public.

About the Conference

The Valencia Conference will be an opportunity for law teachers, law students, legal practitioners, jurists and social activists to acquire new ideas, models, and skills for the use of education to promote social justice. The Conference will also play a key role in charting the future role of GAJE in the Global Clinical Movement. In a range of plenary, small-group, and workshop sessions, delegates will explore Justice Education as a concept for presenting, discussing, and creating innovative ideas for promoting social justice through new and existing university legal clinics.

The Conference will be held, for the first time, in partnership with the 9th Annual IJCLE Conference on 11th - 12th July at the same venue. The two Conferences will be joined for one day (12th July) in order to bring together delegates with a wide range of shared interests, while enabling each conference to retain its unique identity and character. Discounted rates will be available for delegates booking both conferences.

The Conference Overarching Theme will be "Combatting Social Injustice Through Justice Education"

The Conference Thematic Streams are:

Legal Clinics and Human Mobility
This Stream will focus on the practical and social justice aspects of migration and the role of legal clinics in destination countries for promoting rights of migrants, refugees, and asylum seekers.

Legal Clinics and Socio-Economic Rights
This Stream will focus on ways in which legal clinics can promote social and economic rights, such as the right to education, health, social welfare, etc.

Legal Clinics and Environmental Justice
This Stream will focus on social justice and environmental rights and the roles of legal clinics in promoting environmental justice.

Justice Education and Academic Institutions This Stream will focus on the challenges of implementing Justice Education in traditional academic institutions (universities, research institutes, etc.), including issues such as curriculum reform, clinical scholarship, social action agendas, and innovation in clinical teaching methods.

Justice Education Initiatives
This Stream will encompass all new initiatives that focus on forming the new generation of lawyers for social justice, including developing professional ethics, standards for working with vulnerable populations, street law programs, community legal education, etc.

Each thematic stream will contain several sub-topics to be announced together with the call for proposals for workshops and presentations.
Proposals for presentations on other topics of general interest related to the overarching conference theme will be solicited as well.

About the Format:

The aim of the conference structure will be to facilitate as much participation as possible by those attending. While there will be a small number of plenary sessions, including a few key note speeches, most of the conference will consist of small group sessions, interactive workshops, and other opportunities for sharing ideas, materials, etc. There will also be organized site visits to local justice education projects and a social calendar.

About the Venue:
The Law School is based in the beautiful Spanish city of Valencia on the Mediterranean Coast. With a population of just over 800,000 the city is large enough to retain a vibrant cultural and economic infrastructure while small enough to explore and get to know in a relatively short space of time.

Dans son avis sur les acquis et les défis des universités québécoises, publié en 2008, le Conseil établit des priorités qu’il articule autour de deux axes : la scolarisation de la population et le développement de la recherche. Il y recommande, notamment, de rehausser les objectifs de scolarisation de la population québécoise, y compris à la maîtrise et au doctorat, pour permettre à un plus grand nombre de personnes d’accéder aux plus hauts niveaux de formation, de sorte que le Québec puisse participer pleinement à la société du savoir. Le présent avis s’inscrit résolument dans cette foulée en traitant des formations de cycles supérieurs, soit de la maîtrise, du doctorat, du stage postdoctoral ainsi que des microprogrammes, des certificats et des diplômes de 2e et 3e cycle.
Le présent avis comporte deux grandes sections. La première, composée des trois premiers chapitres, est essentiellement descriptive. Le premier chapitre décrit chaque composante des formations aux cycles supérieurs au Québec. Le deuxième chapitre s’intéresse aux facteurs qui façonnent ces formations de même qu’aux grandes caractéristiques de leur évolution. Enfin, le troisième chapitre aborde des éléments qui régulent l’offre de formation aux cycles supérieurs, soit les instances responsables, les ressources requises, les mécanismes d’élaboration et d’évaluation des programmes et, enfin, les politiques et les règlements institutionnels relatifs à l’encadrement des étudiants des cycles supérieurs et à l’accueil des stagiaires postdoctoraux.
La seconde section, composée des quatrième et cinquième chapitres, exprime le positionnement du Conseil au regard des formations aux cycles supérieurs. Plus précisément, s’appuyant sur le portrait d’ensemble brossé dans les pages qui les précèdent, le quatrième chapitre expose des enjeux et des défis alors que le cinquième présente les recommandations du Conseil destinées à soutenir le développement des formations aux cycles supérieurs au Québec.

La présente étude a pour objectif d’analyser comment les actions de mobilité transnationale destinées aux responsables de formation professionnelle agissent sur leurs destinataires tout d’abord, ensuite sur les institutions au sein desquelles ceux-ci travaillent, et enfin sur les systèmes nationaux de formation. Elle identifie en outre les facteurs qui peuvent soit renforcer ces effets ou alors, se poser en obstacles. Plus particulièrement, l’étude aspire à décrire les problèmes et défis auxquels sont confrontés les responsables du domaine de la formation professionnelle initiale et continue, et qui portent préjudice à la modernisation de la formation initiale et continue et des systèmes de formation. Tout en relevant les facteurs propices aux processus de modernisation et d’innovation.

Le recours à la mobilité VETPro varie selon les pays participants au programme LdV. La majeure partie des responsables de formation professionnelle ayant participé aux actions de mobilité entre 2005 et 2008 venait de Turquie, Pologne, Allemagne, Grèce, Italie et Royaume-Uni. De manière générale, il est à constater que ce sont surtout les nouveaux États-membres de l’UE ainsi que les pays EEE AELE (Islande, Norvège, Liechtenstein) et la Turquie qui participent particulièrement au programme. Une structure claire se trace dans la hiérarchie des pays de destination. L’Allemagne arrive en tête (17%), suivie de l’Espagne et du Royaume-Uni (10% chacun) et l’Italie (9%). Par ailleurs, il est à noter que les responsables de formation professionnelle de l’UE-15 se rendent pour une grande partie dans l’UE-15, les responsables de formation professionnelle de l’UE-12 se rendent surtout dans l’UE des 14 et seulement rarement dans l’UE-12.

permet de faire le point sur la situation de la formation professionnelle
dans le canton de Genève et sur les réformes mises en place depuis
2003, année de leur première parution. Dans l’ensemble, le tableau qui
en ressort est positif pour le travail effectué durant la décennie écoulée.
La part prise par l’apprentissage dans le système d’enseignement a été
préservée, la maturité professionnelle et les Hautes écoles spécialisées
ont connu un développement réjouissant, les résiliations de contrats
d’apprentissage ont diminué alors que le taux de réussite aux examens

Dans le domaine de l’éducation, les rapporteurs soulignent que les résultats scolaires en ZUS accusent toujours un retard important au regard des moyennes nationales. Il semblerait même que certaines données pourraient être interprétées comme la preuve d’un « effet ZUS négatif ». "Ce rapport parlementaire dresse le bilan de trois années de prise en charge des frais de scolarité (20 M euros en 2009) des élèves des 461 établissements français à l’étranger. Mesure d’équité, confirme le rapport, mais qui, dans le contexte budgétaire actuel, doit être encadrée. Les rapporteurs recommandent, notamment, de stabiliser la prise en charge aux seules classes de 2nde, 1ère et terminale, de plafonner son montant aux niveaux de 2007-2008 et de ne pas l’étendre, pour l’instant, aux collèges et aux écoles. Par ailleurs, ils s’interrogent sur l’opportunité d’un partage conjoint de cette enveloppe budgétaire entre les deux ministères concernés, l’éducation nationale et les affaires étrangères."
